well surya ur question is pretty fundamental. First thing i would say is that it is not protons but light is made up of photons. Protons are fundamental particle that make up atom whereas photons are massless particles known to carry energy. It was the experiment of photoelectric effect that led to the proposition of photons.

Linn, the concept of photons has been proposed only to explain photoelectric effect as the then existing wave theory couldnt explain almost 'immediate' knocking off of electrons. According to wave theory light should strike the surface a wash off the surface which didnot match with what was observed. You can refer to any fundamental photonics text book for history behind proposal of photons.

are you very sure about that?The ncert text says that planck proposed quantum theory to explain black body radiation in 1990.Einstein must have later used this to explain photo electric effect.

yes planck was first used quantum theory to explain black body radiation by assuming the energy exchange between matter and radiation is discrete. later Einstein used this quantization concept to explain photoelectric effect which was waiting for theoretical proof for Hert's experimental observation. and he succeed.
