PHP stands for "PHP: Hypertext Preprocessor". Its a server side scripting languages, predominantly used to create dynamic websites like orkut etc... Flex is similarly a server side compiled language, that can be used to create interactive flash applications, that will be executed by the flash interpreter in clients browser.

Yeah..Its definitely possible. I would recommend you to use some form of IDE for it as it tends to be tedious. I have used the trial version of Burrito flash builder to experiment it.
