Reboot technically means to clear off your RAM and then reload the Operation System freshly. This could be interpreted as turning the power off for some seconds and then switching on the machine, which would flush out the volatile memory (RAM) and reload OS

Reboot removes all data currently being processed and on restart all default things which are needed at start up are loaded to the system. It is usually done after installing or uninstalling a new programme eg: antivirus or a driver for your audio or video device which the computer need to recognize so as to work properly as intended.
