you have to simplify it

I'm not sure you can simplify that much except to get rid of the negative exponent on the top.. \[3x^{-2}y^3z \over 9x^3 - 5z^2\]\[={3y^3z \over x^2(9x^3-5z^2) }\]\[={3y^3z \over 9x^5-5(xz)^2) }\]

wouldn't you flip it ove the fraction bar?

Well with exponents, you can bring them across the division by changing their sign.
