A US citizen who is over 18. :) ALSO, I'm pretty sure that if you're a convicted felon you cannot vote while in prison. I might have to look that up.

an actual citizen of he united states, even if they over seas which is called an alloted ballot (i think) and they must be at least 18
Also for primary election, resident of territories such as Puerto Rico can vote but not for general election
