Locus of points equidistant from a given point is a circle. In this case, the given point (also the center of the circle) is (-3,4). All the points must be 2 units away from the given point, so the radius of the circle is 2. You know the general equation of a circle with center (h,k): \[(x-h)^{2}+(y-k)^{2}=r ^{2}\] So the equation of the locus is: \[(x+3)^{2}+(y-4)^{2}=4\]
