Don't. It's not a reward. Let it be recess and let them enjoy it freely. 

Is math a reward for a good behavior in English?  Is lunch a reward for good behavior in circle time? Kids get punished enough as home. 

One of the most important elements of primary education is social interaction. It's not a bonus or an extra. If you are having behavior problems with you students find another way to handle it. They need recess every day, They know it, I know, and I really hope you know it. Do the right thing. Don't let the reality that you can take it away from them make you thing you should.

Please, please let them have recess. They need it no matter what the other teacher say.

If I had more recess time in school I wouldn't have made grammatical errors in the previous post.
