you dont factor it and its not a fluttering line the whole chapter is on fluttering circles, like this, write an equation for the circle with the given center and radius. center (3,12); radius=7

basically this will not hav any intercept in the x and y axis. in case of closed coordinates like circle or ellipse, the x intercept is the length of x axis cut by the conic. in this circle u've given , the centre is @ (-14,10) and radius is just 4 so it won't intersect the axes to make any intercept :)
