Vedic Maths. Yes, anyone can know vedic maths, same as anyone can learn normal maths. But it does not use normal rules as taught in European Schools, Colleges. The principles are such things as the Rule of 9s, and changing base in multiplying (or rather the equivalent). As such it takes practise like any other maths but once learnt makes way for rapid mental maths abilities.
