Could you create a user reputation system? So that users who don't put effort into their questions (good spelling, relevant) don't get their questions shown. Also, users who have answered many questions with high-rated answers will have precedence over low-rated users.

The beginnings of that just went out -- based mostly on medals. Every user now has a level that shows up next to their avatar everywhere.
