well google made an SDK just for this. http://developer.android.com/sdk/index.html it works well with eclipse too

You can use Adobe Flash e Adobe Flash Builder too

App Inventor, by Google. Very user friendly and easy to make even if you dont know a lot of programming. If you have, you can use all the advanced option and the Eclipse compatibility.
