It is an idiom because the word galvanise comes from a different context of chemistry. Galvani was the scientist who discovered priniciples of electrochemistry. So he notd that when an electric charge runs through a solution, ions start moving. Like wise when people are motivated to do something or move as if an electric charge went through them, we say they are "galvanised".
