Salt lowers the freezing point of water. When salt is added the Temperature at which water freezes goes down to -6 degree Celsius (and further down as the concentration of salt increases). So water will remain unfrozen and will remain away, leaving a clear road. http://science.howstuffworks.com/nature/climate-weather/atmospheric/road-salt.htm
