Senator Charles Sumner proposed the bill in 1870 but was not passed by congress and signed by Preseident Grant until March 1875. The bill stated that all Americans regardless of race were entitled to the same treatment in public accomodations like theatres, restaurants inns etc. If found guilty the lawbreaker could be imprisoned for up to one year or given a fine of at least $500. This law was seldom enforced.
