I would recommend doing all the solubility problems your textbook has to offer. This is neither quick nor easy, but sometimes the slow road is the best. You could also try to memorize them. Write them on a sheet of paper from memory, and look only to check your work or if you can't remember. It might take a day or so to get all the rules in your head. After that, write them from memory every day until you are pretty sure you remember what they are. This is how I memorized the periodic table.
