The Short answer is this, because it would be impossible to land a force and supply them, without the Germans having complete control of the skies and sea. The Long answer will follow..
The Long answer is this, You can't just land a force anywhere and then supply them anywhere. You first have to find a good beach to do so, preferably as close to your supply harbor as possible. All of the beaches that where perfect for a sea invasion, where effectively guarded by mines, shore batteries, and other not nice things. That in and of itself isn't an insurmountable problem. The problem lies with transporting your troops and the ammunition and food they need to invade. If you don't have control of the seas, expect your invasion fleet to be sunk, if you don't have control of the skies you may as well write off a good portion of your invasion fleet. The reason why the invasion of Normandy went off without a big hitch, was because the Allies had A) Secrecy, B) Control of the English channel, and C) the skies where being contested.
