The intended effect is to reduce the speed of the ball.
Some of the force is used to push the bat away from the ball, leaving less force to push the ball in the opposite direction. The batter pulls back, allowing the bat to bounce and use up some of the force rather than staying solid and using all of the force to push the ball.
