how do you come up with that?

p = 2L + 2B

here length is fixed 23 cm so 2L = 46cm
if perimeter is 86 then 86-46 = 2B
so 40 = 2B ==> B = 20
But since perimeter has to be greater than 86 and we can't change the length so width has to be greater than 20 cm
