C is definitely the answer. World War I increased government and military spending on both sides, making Germany in massive debt (losers-Axis Power), and also Great Britain in massive debt (winner-Allied Power)

I made a real error in my answer! I read the question as WW2 not WW1 as you posted and as such the Marshall Plan was not relevant. It put the loser, Germany in Debt, massively so!
