Adenine bonds to Thymine, so the percentages must be the same. Whatever isn't an A-T bond is a C-G bond, so the percentages of Cytosine and Thymine would be 1 - (%of A-T bond).

No, you wouldn't add the percentages, A and T both occur at a 30% chance, which is what you were given.
