If you have a webserver, then I suggest starting with index.html.

Actually, to be honest, if you can, install apache and don't even bother with IIS. Its not a horrible web server, but Apache has been used by a large number of companies including Facebook. It runs on any OS.

Open IIS Management Console, right click the appropriate item in the sidebar, and click something like New Website. That's about how I remember it.

Must agree with Group Lifesaver - your best bet is to use Apache and not get frustrated by IIS
