The + and - operators split terms. So since there are three "elements" linked with + and -, there are three terms. That being said, in the true sense, we usually deal with variables in our terms. Things that have similar variables can be grouped together (combining like terms). So while a problem might have 5 "elements" it may only have 3 terms. For instance, 3x + 7 - 2x +1 looksl ikeit has 4 terms. But we can combine them to get x + 8 which only has 2. Without any other information, you'd be best to say three, but more acurately, I'd say, "at most" three.
