Reduce the 3/9 to 1/3 (divide top and bottom by 3)
Then multiply the tops (7 and 1) and the bottoms (1 and 3)

since any whole number is a fraction with a 1 in the denominator.

Yes, the answer is -2 1/3...if yuor teacher will let you keep it in that form.  Most won't, but you'd know their preference better than I.

-7/3 is a much better answer.
