if I understand ...
x/2  -1/4 <= x/4 +1
put x on one side & numbers on another:
x/2 - x/4 <=1+1/4
2x/4  -x/4 <=4/4  +1/4

multiply both sides by 4 (it's positive number, so there is no change in sign of inequality):
x<=5
