Okay, notice if you take the first equation and multiply it by a - you have the exact same as the second. Which means, they are the same line. So if you want set builder notation you have:
$$\left\{ x,y \in \mathbb{R}|y=(2/3)x-2 \right\}$$
Of course, there are multiple ways to do set builder notation where this would work. You could solve it for x as well.
