i was thinking they had to be in alphabetical order in a block. but it just says "alphabetical order" so for example JEPITUR wold be ok

yes you are correct it can be one of the possible arrangement
EIUJPTR is also one of the arrangement
yes it is 840
\[\frac{7!}{3!}\]
without the restriction it would just be 7! but with it you have counted 3! = 6 times too many since the three vowels must appear in order.
