Neither. If they were parallel they would have the same gradient and if they were perpendicular, their gradients would be negative reciprocals of each other.

for this problem, just take a look at the slopes of the lines. the slope is the number in front of the x. if the numbers are equal then their slope is the same and they are parallel. if the numbers were negative reciprocals they would be perpendicular. for example: y=3x+6 would be perpendicular to y=(-1/3)x+c
