it is not a one to one function.  that is synonymous with it being a many to one function.  we know that because of the graph. it goes up, down and then up therefore failing the "horizontal line test" to see if it is one to one.  
i cannot fail the vertical line test otherwise it would not be a function.  so the answers in order ae
