Neither country has had 34 Presidents.  Even if you count the ROC there have not been 34 presidents.

Russia has ministers now, the Prime Minister is like a president, but the structure of government is different than the nature of the executive branch in the USA.

In fact Russia does have a president and also a prime minister. Putin is currently PM having once been president. Medvedev is currently president. Boris Yeltsin was the first president of Russia. Sadly this fine country has had only 3 presidents. China has not had many more!
