In the case of Androis OS, a rooted phone is one where the "sudo" command has been replaced (or added) such that regular user is able to grant root privileges to any process (app). When a process is run with "sudo", it gets elevated privileges allowing to to access almost any resource in the operating system ... long story short, by the root user is the administrator and can do anything (including breaking the OS).
