who is a moderator?

Yes, the moderators have, the ability to mark and remove useless questions and spammers. But they are not available all round the clock, in a particular session say: math.
So the users(we) have to report the person, posting the spam using REPORT ABUSE option , so that the moderators will know that something wrong is going on..... 
Moderators mostly are the site administrators (owners-site wide moderators)
and 
some are selected from the best trusted users/answerer.(eg: amistre64, Polpak, Onanseviero-in a particular group)
