simple, the first time each prisoner enters the room, they put a notch on the wall. once there are 100 notches, it is confirmed that all prisoners have been in the room

when any prisoner enters the room he must make some mark.
either on the wall or do something to the wire of the bulb (like making a single knot in the wire or something)
so if any prisoner enters for the first time he must tie a knot and count the number of knots
if someone is entering the second time he jst need not do anything
