It isn't. Not in purely English writing.

The tilde is generally only used in romance/Latin based languages, and English is a Germanic language.

The posters above are correct. You may use that it to accent in a foreign language, but it is relatively useless in English. A dash may be used to show an interruption, a tilde might be able to be used the same way.

It's on the English keyboard because those who write English sometimes need to use foreign words.
