Do you mean to make a video file with pictures and a soundtrack, or a library to organize your pictures and music? Also, which operating system are you using?

Although I generally detest the software, you can easily do that with Windows Live Movie Maker. It comes with windows live essentials, which you can download from: http://explore.live.com/windows-live-essentials?os=other

The best I have found is JayCut (online - jaycut.com). It's like Windows Movie Maker but far better, cause you never get error about not finding files. Although, you have to upload all the files you need, and if they are many it will be long.
