If I write a Perl script on Ubuntu, is there any way I can compile the script into an executable for Windows computers that do not have Perl installed? I know that there is a way to compile for Linux systems that don't have Perl installed.

Isn't Perl a scripting language? I think you should install Perl on the windows PC, you know whichever IDE you were using...

You could try Cygwin but I only know it supports JavaScript not sure about Perl

You'd need to run the script on windows. I know that perl compiles into native code, not sure the exact way to pull the executable. So just load perl on windows, look up how to get the compiled code and you should be fine.

Perl2exe is good for windows , used it before and works but you'd be better off just installing strawberry Perl for windows , works brilliantly
