Small suggestion: Maybe there could be a limit placed on how many questions you can post in a certain time period? I dont know how feasible of an idea that is, but it might help keep the boards cleaner. It would stop people from uploading their entire problem sets in 5 mins, and would also stop people from uploading the same question over and over again.

While the practice can be quite annoying; as long as the material within the question is valid for the group, there is no real recourse that can be taken other than simply not give an answer. For a free site that has no real "dedicated" answerers, I think they are doing about the best that can be expected. I see no good way to mitigate abuses of the site.

We are actually considering throttling questions, though not replies and probably not chat. It turns out, if you ask 30 questions at once, you can't receive answers in all 30 at once, and since one of the benefits of the site being real time is following along as the answer is explained, it does not seem overly onerous to throttle. That said, we're at least a couple of weeks away from building that.
