(3x^2+4x^(-8)+9)^-7 =\[3^{-7}x ^{-14}+4^{-7}x ^{56}+9^{-7}\] (1/2187x^14) +(x^56)/(16384) + 1/4782969

I have no desire to find any common denominator and doubt anyone would want you too so either the first answer with the negative exponents or the second one with 3 separate fractions and only positive exponents

If your objective is to express the function with positive exponents, then it would be writtwn as\[1/(3x ^{2} + 4/x ^{8}+9)^{7}.\]
