can we boot from external hard disk to install operating system ?

It depends on what operating system you are installing. Linux, yeah. Burn the iso image onto the internal hard drive and install from that.

As long as the disk is bootable. There is usually a key combination that you hold down as the machine boots that allows you to select which bootable volume you want to boot from. On Macs, it's the option key. On PCs it's usally either F8 or F12.

In addition, the bios has to support booting from the interface to which the hard drive is connected to. If you are connecting it via a USB port, you should be in the clear.
