Who is answering the math questions? What qualifications do they have?

Anyone can answer. You will have to judge how qualified the answerer is by yourself (sometimes it is known, sometimes not). You could for instance assume that people with a high level/medal count are likely to be giving a right answer. Wrong answers usually get spotted quite quickly.
This isnt technically "OpenGiveMeAn Answer"; it is "OpenStudy", where we are sposed to provide a means of teaching each other ...
the "qualifications" are rather specious at best. The more medals you have the smarter your sposed to be .. lol.
