well, its called genetic engineering so yes, DNA can be fused together. 
medical: same thing as the cloning arguement, if everyone was genetically engineered theyd have the same set of cells ergo if one influenza came around the vast majority of people would be killed.
ethical: it would be as if we were playing god and changing the very substance that is human into a selfmanifested thing.
