In the paper: Equity Risk Premiums (ERP): Determinants, Estimation and Implications – The 2011 Edition, on the page 50, figure 8, there is a table in there, can someone tell me how it is found the risk free rate in Europe of 3,30%. I search the ECB but I can not find this data. I need to find what would be the Rf for 10-y EU bond now? please I need link or something!

You don't need to find the Rf for a 10-y EU bond, you need the YTM of a 10-y EU bond. This YTM will be equal to the risk free rate.
