I would first of all divide both side by 3 (positive=no change in sign): |x+8|<1

\[\text{Let } k=|x+8|\]\[\implies 3|x+8| = 3k\] \(3|x+8| < 3\)\[\implies 3k < 3\]\[\implies k < 1\]\[\implies |x+8| < 1\]\[\implies -1 < x+8 < 1\]\[\implies -1-8 < x <1-8 \]\[\implies -9 < x < -7\]
