i need help with mine too but my open study isnt working right

The place value is relative to the decimal point. In the original numbers, 140.82 and 15.4, you will note that the second number has a five in the place to the left of the decimal (the ones place).
Sharmi then inserted a place between the decimal and the 5 ones for some reason. She can't do that and end up with the same number since she no longer has 5 ones.
She made a new number. She can insert/add as many zeros as she wants after the last digit after the decimal, but no where else. So she should have made the 15.4, 15.40.
But really, in this case, she didn't even need to consider anything after the decimal since 140 is much larger than 15 in the first place.
Using place value, she could also say that 15.40 has no hundreds, but 140.82 has one hundred which automatically makes 140.82 larger than 15.40 since one hundred is greater than no hundreds.
And last thing, is that she should never have said that 4 is ≤ to 5. 4 is simply < 5.
(the ≤ sign means less than or equal to)
