In the town of Pottsville, street with names that begin with a vowel consonant and end with a vowel run east-west. Others may run either way. If Carter street is perpendicular to Agnes street, is it parallel or perpendicular to Sheridan street, which runs north-south.
begin with a vowel consonant?
Agnes street would run east-west since it begins with a vowel consonant.
Carter would run North South since it is perpendicular to Agnes
Sheridan would be parallel to Carter and perpendicular to Agnes.

luckily, MathDrills' explanation still works out. :-)
How did he get this?
nevermind, his explanation doesn't work. agnes runs N-S because of the rule. carter runs E-W because it is perp. to agnes. therefore, carter is perp to sheridan.
I stand corrected. I missed the part about "ending in a vowel" so, yes Agnes would run North-South.
or East-West
"Others may run either way", so Agnes could be N-S or E-W
he re-wrote the question completely in his comment. it was unsolvable as originally written.

I see that now, lol.
