I might say yes.. since It focus on information and unauthorized access to any government / industries information by another country...  the only thing that is in danger is info... eventually the country affected by the attack might send troops to the country who is attacking...

What if the country doesn't know the location of attackers?
Now days , attackers are much more ahead than the security professionals.
Cyber war can destroy a whole country , information security in today's world is one of the major topic.

This is a great point Jaskaran!! making the cyber-war even more dangerous if the attacked country doesn't have  the enough resources and knowledge to track the attacker. Just one attack is enough to cause a big down in any area , and allow more than one attack.... :S
