It's a linear function so it's a straight line model. It's set up just like you would use y = mx + b. Now you just have to figure out the m and b. The information they gave you is two points on the graph but cleverly disguised so we don't recognize them but they are in fact, (1993, 63.6) and (1998, 66.2) Problems like this normally ask you to change the starting year to a zero. So the points on your linear fucntion are" (0, 63.6) and (5, 66.2). Now using the slope formula, find the slope between theses 2 points. Then using only one of the points, use point-slope formula to plug in the slope, m, and the x and y values in your chosen point. Try it! have a guess if you're not sure.
