Wow, that is a very interesting topic!!  The first thing that comes to my mind is the environment.  That is, an individual's hair is designed to withstand whatever climate they will be living in most.

Some people have thicker hair to keep out the elements like dust.  For example, people who live in Africa and the Middle East have thicker hair to protect them from the sun.
