I got into an argument with my friend about the proper usage and, essentially, definition of the word "Arbitrary". He uses it synonymously to Random, but I always tell him that something arbitrary is a term, method, decision etc that isn't based on anything, or is 'ungoverned'. A good example, I think, is the measurement of Time. Am I wrong?

You're correct with the example. Arbitrary can define something uncontrolled and/or endless.

no necessary uncontrolled. I use the word "Conventional" because these can being change. I think that principally is usefull now and after these change. ("Arbitrary")

meaning of arbitrary..... 1. subject to individual will or judgment without restriction; contingent solely upon one's discretion: an arbitrary decision. 2. decided by a judge or arbiter rather than by a law or statute. 3. having unlimited power; uncontrolled or unrestricted by law; despotic; tyrannical: an arbitrary government.

I actually think your friend is right - or at least not wrong! An "arbitrary choice" is a "random selection" aint't it ;-)
