Essentially it is the aggregation of particles (in a solution), though different from a precipitate as the particles themselves are attracted to each other to make the flakes.

ions of oposite charge are attracted towards the surface and ions of like charge are repelled away from the surface. together they form an electrical double layers . This is flocculation in water and electric potential effect of surgace charge
