I am posting a physics question though in the maths section. Is metallic wire carrying current charged or electrically neutral? Justify.

Wire is electrically neutral. If you want to get charge from wire, you must use a tension. If you will touch the wire alone (which is not connected to the voltage source) you wont feel the charge. Condenser can carry charge.
